想问大家一个假设性问题。 假设小明2025拿了美国护照，小明接着2026年在USCIS申请绿卡补办。 我想知道USCIS会不会给他补办一张绿卡。 貌似USCIS网站允许该操作。

小明是成年的时候申请N-400入籍的？还是未成年的时候父母入籍了所以自动变成公民了？如果是后者，而且他直接申请了美国护照，没有申请过N-600，那USCIS不知道他是公民，也许会给他补办绿卡。
