有多少NRA的Fidelity是可以正常使用的？

我当时把要求的文件传过去被说签名必须用笔在纸上手写，pad上电子签名不行，重新签了拍照发过去就通过了
请问是可以不咨询sm，直接交这仨文件给sm吗？大约需要多久可以完成这个转换过程呢？
不用咨询，就是提交这三个，说你要更新就好了，官方说3-5个工作日
账户受限的dp就是没有提交这三份文件导致的吗？
应该居住在国外的NRA不行： In regard to the restrictions on your account, I will be unable to remove them. Under our current policies, Fidelity is unable to transact business with residents of China. Your account will be limited to closing trades only and taking withdrawals from your account. You can choose to keep your current investments as is, but you will be unable to rebalance your current positions or purchase new securities. You may choose to find another brokerage firm that is willing to transact with individuals who reside in your country and transfer your assets to that firm. Fidelity in unable to recommend a firm that may support your business.
